As an organization our goal is to help our member agencies with questions and issues that arise. Recently a member inquired if they had an obligation to provide sign language interpreters for hearing impaired individuals at an administrative hearing. Our members in both San Francisco and Los Angeles said that if a respondent specifically requests a sign language interpreter at their hearing, they provide one. Title II of the ADA "is intended to apply to all programs, activities, and services provided or operated by State and local governments.". Parking citation administrative program, activity, or service provided by State or local governments. It appears that if requested, a parking agency may have to provide a sign language interpreter. CPPA does not provide legal advice to our members due to several reasons. However, CPPA members are advised to check with their own attorneys or legal representatives about this issue. For further information, the ADA website CPPA referred to was http://www.ada.gov/, the ADA Information Line is 1-800-514-0301.!
