NFL Teams Host Anti-Terrorism Training Sessions for Stadium Parking
NFL teams are being encouraged to participate in the training
in First Observer™, a government-funded Department of Homeland
Security and Transportation Security Administration (TSA) national
security program that uses parking professionals and others as foot
soldiers in the war against terrorism.
"First Observer has become a very important initiative for
us," explains Shawn Conrad, CAE, Executive Director of the
International Parking Institute (IPI), the largest trade
association of parking professionals and the parking industry.
"There are now close to two thousand First Observer-trained parking
professionals and we anticipate that number to grow exponentially
over the months ahead." IPI was instrumental in developing the
parking-specific First Observer training module and next week will
receive TSA's Partner of the Year Award.
According to Jeffrey Miller, the National Football League's
director of strategic security programs, "We are eager to provide
NFL personnel with access to meaningful training opportunities, and
from the positive feedback I've received, the First Observer
program fits the bill."
Miller is encouraging all NFL teams to take advantage of this
free, government-sponsored training. "We appreciate the
foresight of the International Parking Institute in bringing the
First Observer program to the attention of the NFL," said Miller.
Two teams have already completed training and Miller predicts that
many others will be scheduling First Observer training in the
months ahead.

Challenges in a Tough Economy
By Brett Wood, P.E. Despite challenging economic times, the City of Wilmington,
N.C., is leveraging advanced planning concepts, parking management
best practices, and collaborative community engagement strategies
to achieve an exciting new vision for its downtown. Though dealing
with limited funds for parking management and economic development,
the city's elected officials and planning department expect a
strong local recovery and have become focused on new development
and redevelopment opportunities in the core central business
district. Several large tracts of waterfront property are available
for redevelopment purposes, and several infill development
opportunities exist within the community. At the same time, the
development community is looking to the city for partnership in
these projects - primarily for the provision of on-site parking.
The city was faced with determining what level of commitment to
make to leverage parking in return for the community's economic
development. In addition, the city wanted to identify options to
lessen its financial and infrastructure commitments without
negating growth opportunities.

IPI At a State Parking Association Near You!This is a busy time for the leaders and organizers at the
State/ Regional Parking Associations. Over the past several weeks,
there have been many wonderful conferences offering training,
exhibits, and time with venders and opportunities to renew

IPI has been welcomed to these meetings with open arms. The

from IPI travelled to Orlando, Florida, to attend the 2010
International Association of Chiefs of Police Annual Conference to
promote IPI; further enhance the parking industry's image; and
educate and inform law enforcement officials from around the world
on the latest issues and technology in the parking industry.
