DIRECTOR OF PARKING SERVICES

PARKING SERVICES DEPARTMENT

Cleveland State University is seeking a Director of Parking Services. The position provides leadership and management for the Parking Services Department through development of short and long term departmental goals and strategies related to the provision of quality services, generation and management of revenue and facility repairs/enhancements. Works cooperatively with campus entities (Police, Capital Planning, Conference Services) on issues related to parking services and facilities. The position supervises assigned personnel and interacts professionally with all internal and external customers using strong interpersonal skills.

Minimum Qualifications: Bachelor’s degree in Business or related field. Seven to ten years progressively responsible management experience in a complex, financially self-supporting parking operations. Strong budget building skills and previous supervisory experience of cash handling operations. Excellent communication and customer service skills. PC proficiency and proven ability to utilize and assess technologies for operational needs. Ability to work effectively with a broad spectrum of the University population.

Preferred Qualifications: Master’s degree in Business or related field. Demonstrated experience with T2 Flex software system for parking organizations. Experience in a higher education setting. Previous 1 year participated in evaluation and planning for parking services and facilities.

GENERAL BUSINESS SPECIALIST

SALARY RANGE:  $63,458 - $92,014

Plans, develops and prepares landside concession solicitations for the review, evaluation, award, and negotiation of landside concession contracts; plans, develops, and prepares related contract documents including lease agreements for space and facilities associated with the landside concession operation; administers landside concession contracts and related lease agreements to ensure compliance with contract-prescribed terms and conditions including the monitoring of parking concessionaire cash and credit card collections for deposit into Airports Authority accounts and oversight of the operation of the parking automated revenue control system. Landside concession contract development and administration duties involve a variety of business operations including, but not limited to, the public parking management contract; shuttle bus management contract; and other ground transportation concessions and operations.

The successful candidate will have 5 years of general knowledge of business principals/practices and the policies and procedures of contracting and business programs, to plan and carry out a full range of solicitation, contract and lease document development, and contract administration activities relating to landside concession operations/practices and tenant leasing. Knowledge and skill in the use of negotiation techniques to reach agreement on contract terms and modifications and amendments thereto are also required. In addition, demonstrated oral and written communication skills are essential.

DIRECTOR OF PARKING & COMMUNITY SERVICES
EMORY UNIVERSITY

Principal Responsibilities:
The Director of Parking & Community Services, directs, manages and evaluates operations for all university parking decks and facilities across a complex organization with multiple and diverse constituents (e.g., students, staff, faculty, patients, visitors, Trustees, museum guests, special events guests, etc.).  Also coordinates, manages and operates parking operations for Emory Healthcare.  Plans and allocates parking spaces for hospital and clinic valet.  Plans, implements and evaluates programs and activities related to motor vehicle registration, campus parking, parking deck operations, and visitor parking.  Coordinates and monitors maintenance, repair and housekeeping services for all parking facilities.  Coordinates special event parking with multiple constituencies, including executive leadership, external constituencies, community members and university police.  Proactively coordinates activities with Campus Services involving renovation and construction projects not only for parking facilities, but for other facilities on campus where parking will be impacted. 

Position requires some degree of knowledge of IT systems, budgeting and capital planning to the extent necessary to participate in planning discussions for strategic growth.  Within the guidelines defined by the university’s Office of the General Counsel and purchasing division, may assist in negotiating services contracted with outside vendors and agencies.  Attends meetings, participates on numerous ad hoc and regular committees and attends affiliate functions and activities representing the university concerning traffic and parking matters, oftentimes in the greater Atlanta community.  Plans, administers and monitors capital equipment, operations and personnel budgets.  Establishes and administers departmental policies, procedures and related forms in accordance with state, federal and organizational guidelines. 

Develops departmental short and long term goals and objectives. Effectively manages employee performance according to Emory’s performance and talent management systems, and addresses problems by providing employees with feedback on an ongoing basis identifying ways to further develop skills, and conducting performance evaluation to ensure employees understand performance expectations and develop skills to perform their jobs effectively.  Implements a strategic training and succession planning program for the department.  Hires, trains and supervises staff and contract employees.  Position requires the demonstration of a high skill level and experience in customer service techniques and personality and willingness to remain flexible with organizational priorities that may impact parking functions.  Position also requires a high skill level in written and oral communications, as well as the ability to motivate the workforce.  Position also works closely with transportation office and staff and must be an integral part of the overall team.  Performs related responsibilities as required.

Qualifications:
Bachelor’s degree in business administration or a related field.  Seven years of related professional or managerial experience.
