(FREDERICKSBURG, VA - May 23, 2011) A well-run parking
organization not only has parking professionals who interact with
the public but also professionals who work behind the scenes to
ensure that parking organizations operate smoothly and efficiently.
At its 2011 Conference and Expo in Pittsburgh, Pa., the
International Parking Institute (IPI) recognized three parking
professionals who have made outstanding contributions to the
profession.
Two parking professionals shared top honors for 2011 Parking
Professional of the Year. Barbara J. Chance, Ph.D., founder of
CHANCE Management Advisors, Inc., is known industry wide for her
parking and transportation expertise and her many contributions to
the parking industry. Earlier in her parking career, Chance
shattered the glass ceiling as the first director of an on-street
parking program in Philadelphia and as the first woman to hold such
a position in a major city. At CHANCE Management Advisors, she has
overseen all of the firm's projects since 1984, working both
nationally and globally to provide parking and transportation
consulting services to medical centers, universities, governments,
hospitals, developers and other entities. Chance has published
widely and is active in IPI as a sponsor and content contributor to
the annual IPI Conference and Expo as well as to many state and
regional parking association conferences. She has served as a
keynote speaker at parking meetings in Australia and the Middle
East, and currently is a member of the IPI Advisory Council and the
Alliance to Advance the Parking Profession Parking Matters. Chance
was the recipient of IPI's Chairman Award in 2010.
Ronald Fleming, Director, Parking and Transportation Services at
the University of California at Irvine, also received the 2011
Parking Professional of the Year Award. Fleming was recognized for
his service as a tireless advocate for innovative and
cost-effective programs for the 37,000 faculty, staff and students
who work at or attend UCI. Fleming began his parking career as a
student parking attendant and rose through the ranks to his
appointment as director in 2009. He has received numerous accolades
and awards for his environmental initiatives, which include his
Strategic Mobility Plan, which provides incentives for carpooling;
Project Greenlight, which is designed to reduce emissions and
vehicle miles traveled on campus; and ZotWheels, an exemplary
automated bikeshare program that others are planning to replicate.
Fleming's environmentally sustainable programs have reduced traffic
on and off campus, maintained the right balance of parking spaces
to parking needs, and eliminated the additional cost of new lots or
structures.
The award for 2011 Supervisor of the Year went to Andrea Loughner,
Parking Office Manager at the University of Pittsburgh. Loughner
has worked with the University of Pittsburgh for the past 23 years,
15 of them as parking office manager. Her staff considers Loughner
to be the backbone of the office, and she is credited with creating
and maintaining a professional environment there. Without a
dedicated IT staff for the parking department, Loughner's IT skills
are self-taught, and she made the implementation of new parking
software seamless. She also established a new system and database
with payment information, which has improved customer
relations.
"These award winners illustrate the impact that parking
professionals have on their organizations and on the public that
uses parking facilities. Their work has made a measurable
difference in the communities they serve," said Shawn Conrad, CAE,
Executive Director of the International Parking Institute.
