W. Douglas Holmes — Immediate Past Chair
Assistant Director, Parking, Penn State University
W. Douglas Holmes, CAPP, is the Assistant Director for Parking at Penn State's Transportation Services. Holmes has served on the International Parking Institute's (IPI) Advisory Council (formerly known as the Board of Advisors) and is currently the Immediate Past Chair of the Board of Directors. He has served on the Board of Directors of the Pennsylvania Parking Association for many years as a director, Secretary, President and is its immediate past president.
He has given several presentations on parking industry issues at the Annual IPI conference, the Pennsylvania Parking Association and the Big 10 & Midwestern Transportation & Parking conferences, the Association of College Administration Professionals and created the course content for their seminar. Holmes is the creator and editor of the CPARK-L parking listserv, a parking information source and clearing house for parking administrators. Holmes graduated from Penn State with a BA in Political Science and from the Pennsylvania State Police Academy and he also holds the CAPP designation from IPI and the University of Virginia.
