Director, City of Boulder

Molly Miller Winter is the Director of the Downtown and University Hill Management Division and Parking Services for the City of Boulder, Colorado, and has worked for the City for 14 years. The Division is responsible for: Parking Operations, Maintenance and Enforcement throughout the City of Boulder; management of the Downtown Pearl Street Mall; the Downtown Employee Travel Demand Management program; economic vitality initiatives for the downtown and University Hill Commercial district; liaison with downtown and University Hill communities; and capital improvement and planning projects.
In February 2003, Winter was recognized by the Boulder Chamber of Commerce as a Community Member of Distinction - the first city staff person to receive the award. In May 2003, she received the Hill Alliance Super Achievement Award and in 1997 received the Community Service Award from Downtown Boulder Inc. Winter serves on the Board of the Hill Alliance, the Downtown Boulder Business Improvement District and the Advisory Board of the International Parking Institute 2006-08.
Winter is a member of the International Downtown Association, Urban Land Institute, International Parking Institute, Southwest Parking Association and American Commuter Transportation. She has made numerous presentations to the International Downtown Association, International Parking Institute, Institute of Transportation Engineers, American Planning Association, Southwest Parking Institute and the Colorado Revitalization Association.
