PARKING DIRECTOR
CITY OF NORFOLK
DIVISION OF PARKING

Work Location: Department of Finance and Business Services, Division of Parking, 230 East Main Street, Norfolk. 

Description:
The City of Norfolk’s Division of Parking is responsible for the operations and maintenance of the City’s parking system.  This includes over 18,000 public parking spaces located in 13 garages, 11 lots and approximately 750 on-street metered spaces.    Downtown Norfolk is the center of the Region’s business, retail, cultural and entertainment activities.  Norfolk’s parking system is one of the largest municipally owned systems in the Country and encompasses approximately 80 percent of all parking in Downtown.  The Division of Parking operates as an Enterprise Fund and is solely supported through fees generated by the users of the system.  The annual budget for the Parking System is in excess of $21,000,000 for the current fiscal year with scheduled capital improvements of approximately $100,000,000 over the next several years including the construction of three new parking garages. 

Duties:
Responsible for the management and direct oversight of the Parking System including operations, maintenance, security, administration and on-street parking enforcement.  Administers various agreements and contracts that support parking services and the City of Norfolk.  Oversees and directs the Division’s annual operating and capital budget and accounting procedures to ensure fiscal responsibility.

Essential Functions:
• Directs and administers the operation and maintenance of parking facilities by directing and supervising parking administrator, enterprise controller, parking manager, maintenance supervisor, and other key personnel, ensuring all aspects of operations, maintenance and administration are operating effectively and efficiently to the benefit of parking divisions and the city.
• Oversees the preparation and monitoring of the annual operating and capital budgets by directing staff in the preparation of budget, reviewing and analyzing past and current financial statements, making forecasts of future trends, and reviewing rate structures to ensure revenues meet expenditures and debt.
• Provides direction and performs special projects by directing and supervising staff, assisting in employee selection, providing counseling, disciplining and monitoring personnel performance, overseeing contracts and leases, and directing and supervising the collection and analysis of data used in the preparation of reports and recommendations being made.
• Serves on various boards and commissions representing the City on parking related matters.  Responds to requests from downtown businesses, residents, entertainment and cultural facilities, and the general public and facilitiates marketing and communication efforts to ensure that all parties are informed about the City’s parking systems.

Education/Experience:
Bachelor’s degree in Public Administration, Business Administration, Finance, or related field plus five years of experience in the parking industry of like profession, at least three of which are in a supervisory position, or any equivalent combination of education and experience.

PARKING and MOBILITY SERVICES MANAGER
THE VILLAGE OF OAK PARK
PARKING SERVICES DEPARTMENT

SALARY RANGE:  $85,492 to $110,000 (DOQ)

The Village of Oak Park is a dynamic, transit oriented community known for its great neighborhoods and innovate public policy initiatives.   The Village is adjacent to the west side of Chicago, 15 minutes from Lake Michigan, the downtown Chicago “Loop” and the “Magnificent Mile”.  Oak Park has a population of approximately 52,000 residents.  Parking resources and assets include 114 off-street lots and 4 garages totaling 3,200 spaces, 16 overnight on-street zones totaling 2,200 spaces, and an inventory of 2,000 meters and pay stations.

Under general administrative direction of the Village Manager, plan, direct, oversee the activities and operations of the Parking Services Department involving coordination between the operation of parking structures and other parking resources that include surface lots, on-street and off-street, metered or pay station, and permit parking.  This employee is also responsible for the allocation and coordination of parking resources in residential, business, school and park districts.   Evaluate, oversee and monitor parking revenue collection systems.  Coordinate parking systems activities with other Village departments such as Finance, Information Technology, Parking Enforcement Division of the Police Department, Office of Administrative Adjudication, divisions in the Public Works Department, outside agencies, the commercial sector in general, and the general public.  Provide highly responsible assistance and administrative support to the Village Management staff with an emphasis on effective administration of the parking system and resources, and providing courteous, user-friendly customer service. 

REQUIRED EXPERIENCE AND TRAINING – All applicants must meet all of the following requirements.

Experience:  Seven years of increasingly responsible public or private parking facility management experience, including five years of administrative and supervisory responsibility.

Training:  A Bachelor’s degree from an accredited college or university with major coursework in Public Administration, Business Administration, or a closely related field.  A Master’s Degree in the areas listed above is preferred, but not required. 

Licenses and Certificates:  Possession of a valid Illinois driver license.

TRANSPORTATION DEMAND MANAGEMENT MANAGER

Position Summary
In 2008, Princeton University established a comprehensive sustainability strategy that seeks to develop systems and practices that balance economic viability with ecosystem health and human well being. As part of this commitment, Princeton will develop and implement a sustainable transportation demand management program system.

The TDM manager is required to develop, implement, monitor and evaluate programs and initiatives that result in significant shifts in transportation mode shares within the University, for example, shifting trips from single-occupant-vehicles to walking, cycling, transit and carpooling. These programs and initiatives are in direct support of both the University Campus Plan and the Sustainability Plan endorsed by the University Trustees.

The person in this position must work collectively and collaboratively with a varied groups, individuals, departments, and offices both internal and external to the University. The TDM Manager must be able to work autonomously and be adept at research, analysis, and creative/innovative problem solving. They will need to be flexible and adaptive to the changing needs of the University community. There needs to be open and continuous communication, information sharing and evaluation between the TDM Manager, the director of transportation and parking, the assistant director for transportation and the assistant director for parking.  

Essential Qualifications
Position requires a bachelor's degree and two to three years of professional experience managing a TDM program, related transportation/transit planning or operations agency or the equivalent combination of education and experience. Knowledge of sustainable transportation systems, theory and practice; of management and team leadership methods, goal setting, and project management theories; of public administration techniques and the ability to apply them; of planning methodologies such as data collection, forecasting, modeling, and alternative analysis techniques.
Knowledge of Microsoft Office computer applications including Excel, Word and Power Point.  

Preferred Qualifications
Bachelor's degree and three to five years of professional experience managing a TDM program, related transportation/transit planning or operations agency. Considerable knowledge of sustainable transportation systems, theory and practice including establishing cooperative team with public and private sector organizations; of techniques of quantitative, fiscal, cost-benefit, environmental, social impact analyses, strategic planning and system analysis.

SENIOR TRANSPORTATION PLANNER

The Senior Transportation Planner assists the Director of Transportation and the University Planner with high-level planning support and collaborates with colleagues in Planning and Project Development, Transportation Services, Project Design & Construction, and the university in carrying out a broad range of planning initiatives to ensure the university’s transportation and parking needs are proactively addressed in the physical development of the campus.  Responsibilities include university-wide campus planning efforts, planning associated with department-specific master plans, planning associated with a specific building projects regarding access and transportation needs and Transportation department projects to support university-wide sustainability and traffic reduction efforts. 
 
The Senior Transportation Planner position requires a unique and diverse set of skills.  In a given day, this position may act as a planner, designer, project manager, administrator, analyst, cartographer, and graphics specialist.  Along with the Director of Transportation, this position will be actively engaged in local municipal and county planning initiatives as they relate to University transportation planning efforts.  The Senior Transportation Planner may act on behalf of the Director of Transportation and the University Planner in select cases.  The Senior Transportation Planner has a dual reporting relationship with Transportation and Campus Planning.

Required Qualifications: Bachelor’s degree in planning, architecture or related field.  At least five years of transportation and land use planning, physical planning, or relevant experience required.   Experience dealing with municipal issues, preparing planning analyses & documents, and presentations required.   Excellent graphic, organizational, writing, and analytical skills are necessary, as well as the ability to create and make presentations to a wide variety of audiences and the public.  Ability to work well in a team environment is essential.  Flexibility and capability to adapt to changing priorities and schedules is essential.  Must demonstrate the organizational values of truth, respect, teamwork, integrity and excellence.  Requires high motivation and the ability to exhibit innovation, good judgment and reliability in the work place, as well as the ability to develop and maintain effective working relationships with colleagues and stakeholders.  Expertise with both analytical and graphic software is a must, as well as experience with GIS, database, graphic and desktop publishing and business software.
 
Preferred Qualifications: Master’s degree desirable.  More than five years of relevant experience, including  with transportation planning in a university environment; with Transportation Demand Management (TDM) and Trip Reduction Strategies (TRS); urban and site design skills as they relate to transportation, access, circulation, and parking, is preferred.
