Art Noriega is an executive with a strong background in construction, operations and urban development projects with over 16 years of parking industry experience. Mr. Noriega has headed the Miami Parking Authority since 1999. As Chief Executive Officer, he oversees all of the parking and enforcement operations in a major metropolitan city. Mr. Noriega also must act as a strong advocate in the promotion of public and private sector joint ventures, while maintaining an excellent working relationship with local elected and government officials as well as development authorities. He oversees a staff of 185 employees and an operation that generates $40 million in parking revenue.
David G. Onorato, MBA, CAPP, has a background in the parking industry that expands over 20 years, including the last 10 as Executive Director of the Public Parking Authority of Pittsburgh. Under David’s tenure the Authority has designed and constructed 2 multi-modal parking garages and conducted a P3 process that netted a successful bid of $456m. A trailblazer in the parking industry, David led Pittsburgh to become the first U.S. City to implement a full scale Pay-By-Plate meter technology for both its on and off street operations. The progressive project increased operational efficiency and revenues all while enhancing the end user experience, proving to be a major success.
Sean Mackin is the Manager of Parking Operations for the City & County of Denver and is responsible for the operations and supporting policies surrounding Denver’s parking system. Sean has 20 years of successful experience specializing in parking and asset management and played a key role on the project team charged with creating Denver’s Strategic Parking Plan. Prior to his position with the City, Sean was a manager in the private parking industry with locations in Denver, Washington D.C., Maryland & Virginia.
Roamy R. Valera, CAPP, Senior Vice President – SP+® Corporation Municipal and Institutional Services, has a background in the parking industry that extends over 26 years, including 11 years as a public administrator. As a Senior Vice President, Mr. Valera is the business leader for the Municipal and Institutional Services vertical, specializing in best-in-class solutions for managing parking capacity, vehicle registration, permits, fee collections, enforcement procedures, shuttle services, special event requirements, electronic reporting and maintenance of parking locations. He currently serves as the Chair-Elect on the board of directors of the International Parking Institute.
