Soumya Dey, P.E., PMP, is the director of research and technology transfer at the District Department of Transportation. His expertise includes intelligent transportation systems, systems operations, traffic engineering, transportation planning, safety, research, and parking. He is a registered professional engineer, a project management professional, and a certified black belt in Lean Six Sigma. Soumya has bachelor’s degree in civil engineering from the Indian Institute of Technology, a master’s degree in civil engineering from Purdue University, and a master of business administration degree from the University of Maryland.

Matt Darst, J.D., Vice President of Parking and Mobility, Xerox, presided over significant programs during his sixteen (16)-year tenure with the City of Chicago, including two parking ticket amnesty programs; general and hardship payment plans; changes to boot eligibility; and cutting edge technologies and process reengineering to vastly improve productivity. Matt joined Xerox in June 2010, and managed the implementation of the Indianapolis parking meter concession. He currently manages our virtual laboratory, IndyLab, as well as data scientists and collections and subject matter experts.
